Description:
Abstract:
This data set serves as documentation of land cover and land use (LCLU) within the South Florida Water Management District as it existed in 2008-09. Land Cover Land Use data was updated from 2004-05 LCLU by photo-interpretation from 2008-09 aerial photography and classified using the SFWMD modified FLUCCS classification system. Features were interpreted from the county-based aerial photography (4 in - 2 ft pixel) and updated on screen from the 2004-05 vector data. Horizontal accuracy of the data corresponds to the positional accuracy of the county aerial photography. The minimum mapping unit for classification was 2 acres for wetlands and 5 acres for uplands. The update was completed on 07/11/2011. Please note: The field names in the original attribute table from SFWMD were renamed by the GeoPlan Center. The original field names from SFWMD are listed in the Process Steps (Data Quality Section) and in the Attribute Definitions (Entity and Attribute Information section). All Water Management District land use datasets distributed via FGDL will contain these standardized field names, for ease of using land use data at the statewide extent. This is an update to the FGDL data layer LU_SFWMD_2004.
Purpose: This data supports various missions of the District (SFWMD).

The FLUCCS codes used in this update are similar to the 2004-05 LCLU codes with some minor modifications. In the 2008-09 update, the LCLU code of 7440 - Levees in the 2004-05 version of the FLUCCS has been re-mapped to 7470 - Dikes and Levees; The LCLU code for Abandoned Groves has been changed from 3230 to 2240; Wet Prairie 6430 was remapped to Fresh Water Marshes 6410.

GeoPlan relied on the integrity of the attribute information within the original data.

Assessment of classification Accuracy: IT-GIS assessed overall quality and classification accuracy using a standardized quality control process to meet accuracy criteria. Each section deliverable, as well as the pilot, had a overall classification accuracy of 90% for each Level I category, 85% for each FLUCCS Level II category and 75% for FLUCCS Level III and IV categories.

The 2008-09 update uses the 2004-05 LCLU dataset as the basis. The delineations were performed in a heads-up digital environment relative to the 2008-09 natural color county aerial photography. All boundaries were updated through on screen digitizing to ensure accurate and coincident registration of LCLU data that reflects the 2008-09 aerial photography.

An overview of the mapping methodology and work flow which was utilized during the project is demonstrated in "Database Design" document stored in Documentum. The typical workflow for each check in-and-out cycle includes 1) check out data from SDE to FGDB; 2) perform editing on screen based on 2008-09 aerial photography as the background; 3) validate topology rules; 4) eliminate coincidental attribution with some exceptions such as polygons connected to each other with a corner point or polygons share the same boundary but one of them has not the latest aerial photograph available as the background; 5) assess overall accuracy using Kappa statistics; and 6) check in data to SDE. No line work was transferred from the county parcel data.

The district-wide Geodatabase Feature Dataset was originally in the following projection: NAD_1983_HARN_StatePlane_Florida_East_FIPS_0901_Feet
GeoPlan exported the SFWMD_2008_09_LCLU feature dataset to shapefile using ArcMap 9.3.1
The shapefile was then reprojected to the FGDL albers projection.

This field will be coded with "N/A" values when the FLUCCS codes are not appropriately 4240.MELALEUCA = Melaleuca. This exotic tree species occurs in almost pure stands. It is an aggressive competitor, invading and often taking over a site, forming a dense and impenetrable stand. It grows along roadsides, on ditch banks, in mesic prairies, in sawgrass marshes and on lake shorelines. Melaleuca generally is an indicator of a disturbed site. It becomes established more readily on sand than on marl but can survive on any disturbed soil in southern Florida. The canopy closure must be 25% or more with at least 67% or more dominance by Melaleuca for inclusion in this class.

Presence of Brazilian Pepper. See the PI Key page for 4220 Brazilian Pepper for a description of this species and its typical photo-signature and habitat. This exotic, pestilent tree species is found on peninsular Florida from the Tampa Bay area southward. Brazilian Pepper grows on a broad range of sites in South Florida, ranging from mangroves to pinelands. It thrives on disturbed soils and in newly created habitats resulting from drainage and farming. It is an early invader of disturbed sites, and it also becomes established in the understory of dense forests, then capturing the site when gaps occur in the canopy. Brazilian Pepper is a potential canopy tree in almost any forest in Florida. The canopy closure must be 25 % or more with at least 67% or more dominance by Brazilian Pepper for inclusion in this class.

Presence of species such as Aus. Pine, Lygodium. Exotics are species introduced to Florida, either purposefully or by accident, from a natural range outside of Florida. This modifier will be used for species such as Australian Pine, Kudzu and Old World Climbing Fern (Lygodium microphyllum or japonicum).

Presence of Tree Islands. Tree islands are the most distinct plant communities in the Everglades. In general, they consist of low trees, which are situated on slight elevations above the surrounding marsh areas. They range in size from small circular islands of one half to 5 or 6 acres, to larger, tear-drop shaped "strands", which can grow to over 300 acres in size. These are wetland communities in which species composition varies, and they may be classified variously as bay heads, hammocks, willows or cypress islands. The "tree islands" modifier is applied to both the forested and shrub portions of tree islands that contain both, and also to tree islands that are made up of only forest or only shrubs. The modifier is not applied to any surrounding marsh areas.

Presence of Off-Road Vehicles tire marks. Off-Road Vehicles (ORV) include a variety of land and water craft, ranging from all-terrain vehicles such as four-wheel motorbikes, swamp and dune buggies, and motorcycles, to personal watercraft such as jet and air boats. Evidence of ORV use usually appears as irregular, random trails through areas not accessible by roads. They can be found either on upland areas or through wetland areas such as prairies and marshes. They are particularly evident in the Big Cypress National Preserve in Collier County.

Fire is used to achieve a variety of objectives, such as enhancing forage for cattle, restoring a fire-dependent ecosystem, improving wildlife habitat or preparing sites for reforestation. Burned areas usually appear as a flat, bluish, or blue-green signature on the aerial photo.

A note about data scale:
Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
