			<purpose>This dataset is provided for illustrative purposes only.  This dataset does not represent the legal definition of proposed critical habitat units for the seven mussels.  For the precise legal definition, please refer to the narrative unit descriptions as listed in the Federal Register, 50 CFR Part 17, Critical Habitat for Five Endangered and Two Threatened Mussels in Four Northeast Gulf of Mexico Drainages; Proposed Rule, June 6, 2006.
Proposed determination of critical habitat for seven listed mussels created under court order (Civil Action No. 1:04 CV-0729-GET).

Critical habitat identifies specific areas that are essential to the conservation of a listed species, and that may require special management considerations or protection.  Section 7(a)(2) of the Act requires that Federal agencies ensure that actions they fund, permit, or carry out are not likely to result in the destruction or adverse modification of critical habitat.

The regulatory effect of the critical habitat designation does not extend beyond those activities funded, permitted, or carried out by Federal agencies.  State or private actions, with no Federal involvement, are not affected.</purpose>

				<procdesc>Using mussel locations from source data, river reaches were selected from the 
NHD arc shapefiles and exported into a new shapefile.  Biologists with expertise
in current mussel occurrences reviewed the river reaches to identify missing 
streams or remove extra stream segments.  Fields were added to the attribute 
table for river distance (in meters, miles, and kilometers), unit name, and unit number.

The upstream boundary of a unit in an occupied stream is the first perennial tributary 
confluence or first permanent barrier to fish passage (such as a dam) upstream of 
the upstream-most current occurrence record.  The downstream boundary of a unit
in an occupied stream is the mouth of the stream, the upstream extent of tidal 
influence, or the upstream extent of an impoundment, whichever comes first, 
downstream of the downstream-most occurrence record.  Survey locations are 
typically at road crossings, because that is where surveyors can most easily gain 
access to the stream.  These road crossings do not typically represent a meaningful 
ecological boundary for longitudinal stream habitat conditions.

Data layers defining map units were created with USGS National Hydrography
Dataset (NHD) GIS data.  The 1:100,000 river reach (route) files were used to
calculate river kilometers and miles.  The following data sources were referenced 
to identify upstream and downstream extents of critical habitat units: 
USGS 7.5' quadrangles; Georgia Department of Transportation county 
highway maps; U.S. Census Bureau 1:100,000 TIGER line road data; 
1993 Georgia digital orthographic quarter quads (DOQQs); 
2004 Florida DOQQs; and DeLorme Atlas and Gazetteers for Alabama, 
Florida, and Georgia.  The projection used in mapping all units was 
Universal Transverse Mercator (UTM), NAD 83, Zone 16 North.</procdesc>
