<abstract>This dataset contains Petroleum Tank Information for the State
of Florida. This dataset contains fields denoting the physical location, 
type and contact information for petroleum tanks taken from the
Florida Department of Environmental Protection.</abstract>
<purpose>The data was created to serve as base information for use in GIS 
systems for a variety of planning and analytical purposes.</purpose>
<supplinf>This dataset is a combination of petroleum tanks oriented addresses from
the Florida Department of Environmental Protection online.

Tank Facility - All Locations &amp; Lat/Long Information (by County)
[January 8, 2007]

Excel spreadsheet of the facilities registered with the Department and
tracked for active storage tanks, storage tank history, or petroleum cleanup
activity. Information includes facility identification number, site location
information with latitude/longitude, and facility type and status. Data is taken
from the Storage Tank &amp; Contamination Monitoring database.

What is Geocoding?
Geocoding is term used to describe the act of address matching.  Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.
The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located.

Geocoding Accuracy
The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.</supplinf>

<procdesc>Petroleum Tanks locations were obtained online from the
Florida Department of Environmental Protection in January of 2007.
GeoPlan downloaded this data in excel file format and converted
it to a dbf.  The dbf was then either mapped based on the tanks
latitude and longitude coordinates if available, or if this information was
incomplete then the data was geocoded against ARC Logistics Route
GDT Roads and converted into a shapefile with the FGDL Albers
HPGN map projection.

Process Steps for Florida Department of Environmental Protection

-Petroleum Tanks Locations:
-Searched for petroleum tanks locations at
 http://www.dep.state.fl.us/waste/quick_topics/database_reports/
pages/stcm/storagetank/stcm_allll.htm
-Merged all county spreadsheets in to one excel spreadsheet file.
 the .xls file was then formatted so that it could be converted to
 a database file format.

-For records containing Full Latitude and Longitude coordinates these
 records were mapped spatially based on there x and y location in ArcMap.
-Remaining records were joined to the PCT shapefile on FAC_ID so as to
 import their latitude and longitude.
 All other locations where mapped through geocoding.
-The addresses were geocoded against ARC Logistics Route GDT Roads

Number of points with Lat/Long: 45444 (565 points were deleted as they fell 
outside of Florida or in a body of water).
Number of points with Lat/Long from the PCT shapefile: 1848 (107 points were 
deleted that were located in the Gulf of Mexico.
Geocoded points: 7389. Approximately 3000 of these points could not be geocoded 
due to missing address information.</procdesc>
