USER NOTES:
There are many inconsistencies for the same address in different records
in the ADDRESS item. FGDL did not change these inconsistencies.
e.g. 517 EAST NINTH STREET also appears as 517 E 9TH ST in item ADDRESS
FGDL QUALITY ASSURANCE STATUS:
-Changed projection to FGDL Albers from HPGN to HPGN.
-Tolerances were changed to FGDL standards.
-DESCRIPT item was added based on the CLASS code.
-Notes: Many Points were wrongly located off the coast
and in different counties. These points were correctd and
reprojected to obtain new latitudes and longitudes which were added
to items F_LAT_DMS and F_LONG_DMS respectively.

EXPLANATION OF PROCEDURES USED TO TRANSFORM THE DATA
(verbal description, algorithms, projection, commands, etc., as
needed)
In ArcView 3.0a, an Excel spreadsheet containing sites from GMS80 with Lat/Long information was converted to a shape file using Avenue. In ARC/INFO 7.1.1, the resulting shape file was converted into a point coverage using the command SHAPEARC. Assuming the original Lat/Longs to be in HPGN, the coverage was projected to HPGN.
This coverage was reprojected by the Geoplan Center from datum HPGN to HPGN and from spheroid GRS1980 to Clark 1866 to comply with FGDL standards.
