Item Description
OID Internal feature number.

COUNTYNO County identification number. Some counties will change their numbering systems periodically. See Attribute Overview below for specific county codes.

PARCELNO Parcel ID. Parcel numbers vary in format. Some counties change their numbering systems periodically.

SPASSCD Special assessments

JV Just value. Factors to be considered in determining just value are: present cash value; use; location; quantity or size; cost; replacement value of improvements; condition; income from property; and net proceeds if the property is sold. The net proceeds equal the value of the property minus 15% of the true market value. This accounts for the cost of selling the property.

AV Assessed value of property. This equals the annual determination of the just or fair market value of an item or property or the value of the homestead property as limited pursuant to s. 4(c), Art. VII of the State Constitution or, if a property is assessed solely on the basis of character or use or at a specified percentage of its value, pursuant to s. 4(a) or (b), Art. VII of the State Constitution, its classified use value or fractional value.

TV Taxable value. This equals the assessed value of property minus the amount of any applicable exemption provided under s. 3 or s. 6, Art. VII of the State Constitution and chapter 196 such as enterprise zones, etc.

CONST If in the tax year there is an improvement on the property, this is the value of the improvement (negative values indicates deletion).

LAND Classified use value of land, if applicable; otherwise just value of land (ie Value of the land minus improvements or agriculture value of the land).

UNITSCD Units for how the property is assessed (by acre, sq. foot, front foot, etc.).
1 = Per acreage

2 = Per square footage

3 = Per front footage without typical lot dimensions

4 = Per front footage without typical lot dimensions

5 = Per lot or tract

6 = Combination of the above


NOUNITS That value for the land units (assume 2 decimal places for acreage).

SQFOOT Square footage of building (Assume no decimal places for square feet).

IMPQUAL Improvement quality - The ratings to be used are as judged for use in your county, as compared to what would be considered as "average" providing the benchmark. The Marshall and Swift/Marshall Valuation Service, other cost manuals or appraisal/construction textbooks can be used to establish general guidelines.
MIN or 001 = Minimum/Low Cost

BAV or 002 = Below Average

AVG or 003 = Average

AAV or 004 = Above Average

EXL or 005 = Excellent

SUP or 006 = Superior


CONSCLASS Improvement construction class (what the structure is built of) - The ratings to be used are described in the Marshall Valuation Service Manual - Section 1. The alpha code shown in the manual is to be coverted to the following numeric character.
1 = Fireproof Steel

2 = Reinforced Concrete

3 = Masonry

4 = Wood (include steel studs)

5 = Steel Frame/incombustible walls/roof


FILL1 Reserved for DOR use

EFFYR Year that structure was built, or remodeled

TOTLAREA Total living area (or adjusted area) or usable area if non-residential (square feet)

NOBULDNG Number of structures on the property

MKAR An economic area that affects the value of the property for assessment purposes. This will vary by county.

QCD1 Code denoting certain characteristics of the transfer.
00 = Sales which are qualified

01 = Sales which are disqualified as a result of examination of the deed

03 = Other disqualified

4 = Sales prices as indicated by documentary stamp

5 = Where possible, a one-digit code indication whether the parcel was improved (I) or vacant (V) at the time of sale

SALEPC1 Price corresponding to the most recent purchase/sale of property

SALEYR1 Year corresponding to the most recent purchase of property

SALEMO1 Month corresponding to the most recent purchase of property

EXFLAG Personal Tax Exemptions. A code indicating the type of exempting granted to the parcel and the values thereof. Personal exemption codes shall be "0" indicating the exemption does not apply or the applicable code provided in this rule subsection indicating an exemption does apply. Multiple exemptions may apply.
X = Homestead Exemption

A = Senior Homestead Exemption

D = Disabled Exemptions

R = Renewable Energy Source

C = Charitable, Religious, Scientific, or Literary

N = Nursing Homes, Hospitals, Homes for Special Services

M = Homes for the Aged

U = Educational Property

L = Labor Org. Property

T = Community Center

G = Government Property

E = Economic Development

H = Historic Property

I = Historic - Open to Public

CONFIDCD This field contains a separate confidentiality code. Counties have the responsibility of entering a confidentiality code. If they do DOR does not release the record. (First character is always "0". DOR assigns second character "0". Otherwise any confidential parcels should be indicated with a code "1")

NBRHDCD Neighborhood Code. A subarea of the Market Area. Defined by the counties for properties of similar age, use, size. Generally corresponds to a subdivision. $/sq foot. Comparable characteristics for mass appraisal modeling. A geographic area.

TAXAUTHCD Tax District (first two digits indicate municipality). This field is not starndarized by county.

ALTKEY If a county changes its parcel identification numbering system the previous number is put in the Alternate Key field.

SEQNO Unique number or record in tax roll. Changes every year. (Numbers shall be assigned in the order parcels appear on the assessment roll)

DESCRIPT FGDL added field based on UCOLD

USER NOTES:
GeoPlan relied on the integrity of the attribute information within the 
original data. Some counties were received with poorly defined township, 
range, and section items.  Corrections that were made are listed in 
the individual FGDL metadatas by year. If the county is not listed it was 
not altered from original, except to conform to FGDL Quality Assurance 
procedures.

TRS values = 00N00E00 OR 00S00W00 OR 0000000, etc. are records 
that did not have valid TOWNSHIP RANGE and SECTION Values, this 
was done to create a uniform representation for these records. The Florida 
Keys (TAXD0244) records were orginally listed as 01S01E01, this was 
changed to 99S99E99 so as to not be confused with the TRS values 
(01S01E01) found in LEON CO.

A note concerning data scale:

Scale is an important factor in data usage. Certain scale 
datasetsare not suitable for some project, analysis, or
modeling purposes. Please be sure you are using the best
available data.

1:24000 scale datasets are recommended for projects that 
are at the county level.

1:24000 data should NOT be used for high accuracy base 
mapping such as property parcel boundaries.

1:100000 scale datasets are recommended for projects that 
are at the multi-county or regional level.

1:250000 scale datasets are recommended for projects that 
are at the regional or state level or larger.

Vector datasets with no defined scale or accuracy should 
be considered suspect. Make sure you are familiar with 
your data before using it for projects or analyses. Every 
effort has been made to supply the user with data
